I. Main Introduction - Why Tempest?
Dreamy, let me ask you first, Why Tempest? Windwalker has better DPS right?
Yes, indeed Windwalker has better DPS or rather constant DPS. Constant DPS? Yes, because Showtime Buff but it's actually a situational Skill and is better not spammed inside a while Run because WW will run out of Mana in no time. Basically, what I'm saying is Windwalker has a better DPS with a small margin in an overall run.
So why go for Tempest?
In raids, it's not important if you can do continous DPS like how Engrs do, basically, what you need is B.u.r.s.t. and Tempest doesn't lose to Windwalkers when it comes to Bursting, it's actually the opposite. Windwalkers tend to only have better burst outside BT due to Showtime + SB while Tempest can maintain a better DPS/Burst due to Binding Shot EX's debuff.
Then what is the advantage of being a Tempest?
First the EX skills, currently we only have Kickshot EX but it's utility is much useful compared to Spiral Kick EX. Tempest have 2 new EX which is Binding Shot EX and Double Somersault Kick EX. Binding Shot EX is kind of a gamebreaker skill because of it's debuff (debuffed units will recieve 30% more physical damage for 5 seconds) and it will be much more preferrable on Raids and in-terms of improving your Burst Damage. The overall increase on PVE Performance of Tempest was really great if compared to Windwalkers.
Is that all? So Tempest would just be better at bursting compared to Windwalkers?
Yes but that's not all, because Evasion and Hurricane Dance would be really useful on DDN Mechanics. I forgot the video link where a Tempest is solo-ing one of the DDN Stage w/o even getting hit because of utilizing Hurricane Dance (2 seconds of invulnerability, not really sure but I think this is 3 seconds of invulnerability).
To summarize it all, in PVE Performance the only edge of Windwalkers against Tempest is the massive Burst of Invincible Missile which is 2580%+62248 per 2.1 seconds for a duration of 18 seconds under SB+Showtime and maxed Spirit Shot and Spiral Kick EX. When it comes to Casual PVE and Raids, Invi Missile is actually too situational that it isn't normally spammed and not to mention it costs alot of Mana. Tempest on the otherhand has really great PVE Potential due to her Skill's nature which are easy to use, has great AOE and has continous high DPS due to the debuff of Binding Shot EX not to mention it's insane damage potential due to increased co-efficient on very huge targets.

II. Build - Skill Build and Equipments
IIA. Skill Build
Notes:
- Dual Ulti for PVE Purposes
- Lv6 Kickshot for Utility
- Lv16 Spiral Kick taken because of the very fast casting time and will replace ED on the previous BS>DSK>ED spam
- Lv15+1 Air Pounce because of it's great DPS potential, it actually has the highest DPS out of all Acrobat Skills

IIC. Equipments
My Gears isn't really something which you should imitate as of now, as it is just what I can get as of now while waiting for prices to drop down and my GDN L Grade aren't dropping as well.
Possible Weapon and Armor Combinations:
Set 1 - FD: 5 Great Ancestor and 2 Bloody Fighter Weapons
Set 2 - Raw: Full Dangerous Desire Set
Set 3 - Raw: 4 Dangerous Desire Armor and 2 GDN L Weapon and 1 GDN L Armor
Personally, Set 3 is what I'm going for since I don't want wasting Jellies on Epic Weapons
Accessories:
Spirit Boost +1 Necklace, Air Pounce +1 Earring, Shortbow Mastery+1 Ring and Spiritual Excel +1 Ring
Enchancement Plates:
Wind, Destruction, Fatal, Ultimate, Bear, Tent, Life Vit, Health
Fatal can actually be removed, on my current Gears, I don't actually have Fatal Plate, I'm using a Lv60 Restraint Plate with 3rd Stat Agi
Skill Plates:
DSK, Air Pounce, Spiral Kick and Binding Shot, All 20% DMG
This should be your priority because on Raids, especially at Bursting, using SB needs a key timing and using a CD Plate for SB isn't worth it, although SB CD Plate is good for solo-ing so better get a SB CD Plate only if you have Herald Extension Slots. Getting Spiral Edge and SB Plate for Extension is also viable.

Regarding raids, here is your best pattern...
Burst Cycle Outside BT = CT>SK>BS>DSK>AP>MK>HD>DSK>SK>BS>DSK>AP
Notice that this is only against Pounce-able enemies, under some circumstances where AP cannot be used, you will resort to CT>SK>BS>DSK>MK>KNS>HD>DSK>SK>BS>DSK>ED
Breaking down the DPS done in a Full 11 Seconds Combo
Note: This will be considering FULL hits done per skill with MAX coefficient
- CT>Lv16 SK 548%+16004
- Lv11 BS* > Lv11 DSK* (1141%+668%)+(18480+13057) = 1809%+31537
- Lv16 AP* (289%+7957)*2 = 578%+15914
- Lv1 MK* 150%+0
- Lv4 HD* > Lv11 DSK (1224%+668%)+(22500+13057) = 1892%+35557
- Lv16 SK 548%+16004
- Lv11 BS* > Lv11 DSK* (1141%+668%)+(18480+13057) = 1809%+31537
- Lv16 AP* (289%+7957)*4 = 1156%+31828
Final Burst = 8490%+162377
DPS = 772%+14761
Note: I marked some Skills with * a red asterisk so you know where the debuff of BS EX is applied on the Skill although I didn't replaced any damage board there, it's all original boards
With BT = BS>DSK>SK
Practice makes perfect, just keep doing it until you get the hang of it
BS>DSK>SK in 2 seconds FLAT casting time but re-useable after 2.2 seconds
